Justice-Involved Veterans: A Population That Falls Through the Cracks
Incarceration is not treatment. For veterans with PTSD and addiction, it often makes things worse.

When a veteran with untreated PTSD and a substance use disorder ends up in the justice system, the instinct of many communities is to treat it as a criminal matter. But the behavior that led to the arrest — the substance use, the volatility, the inability to hold housing or employment — is almost always a symptom of unaddressed trauma and addiction, not a character failing.
Incarceration without treatment does not fix trauma. It compounds it. Veterans who cycle through jails and prisons without access to mental health and substance use care come out in worse shape than they went in — more isolated, more hopeless, and less connected to the support systems that could help them rebuild.
A better path: Veterans Treatment Courts
Idaho now operates seven Veterans Treatment Courts — specialized dockets that divert justice-involved veterans into intensive treatment rather than incarceration. Participants attend counseling multiple days per week, submit to regular drug testing, and appear before a treatment court judge who holds them accountable to their recovery. The results are clear: lower recidivism, stronger treatment outcomes, and families kept together.
Operation Forgotten Heroes is a credentialed partner in Idaho's VTC system, trained through the All Rise national treatment court program. We provide the recovery support services that these courts rely on — case management, housing navigation, and peer support from people who have walked this road themselves.
